FAFSA Opt-Out Form

Under Pennsylvania’s universal FAFSA completion policy, all high school seniors are required to complete the FAFSA or submit an official opt-out form to graduate. No student will be penalized or denied graduation for not completing the form.

PDE anticipates posting the FAFSA Opt-Out form on its website by the end of May 2026. Additional guidance and implementation resources will be made available concurrently to support school entities in meeting the requirements of Act 47 of 2025.
